SOLID WASTE/RECYCLING COMMITTEE MINUTES
TUESDAY DECEMBER 11, 2018

Attendees: Leslie O’Connor (chair), Brenda Moriarty, Tom Unger, Gary Gregory (guest liaison from Open Space & Inland Wetlands)

Called to order at 4:09.
Motion to accept minutes of November 14 by Tom second by Leslie.

Discussion re proposal to ban single use plastic bags.
Leslie noted:
  • Rep Devin Carney advised this is a town choice to be made by the Board of Select People;
  • Local Big Y advised that other Big Y’s have adapted to bans in towns where such bans are approved.
Tom will look for towns where ban is in effect and draft a letter to Select Board requesting their consideration.

Discussion re working with Regional School District 18 to develop a recycling policy in schools.
Leslie has had conversations with Superintendent Neviaser who favors the policy and is working with vendors to reduce throw aways.
It was proposed to draft a letter to the superintendent stating the SW&R Committee’s support of a policy and a willingness to work with Reg SD 18 staff.

Discussion re Maureen Plumley proposal to develop a “recycling artwork float” for Memorial Day Parade.
Maureen is on the Rogers Lake and Conservation Commissions. She has proposed and art contest in the schools to create works using recycled/recyclable materials.

The W&R Committee supports practical and purposeful projects that fall within the guidelines for recycling. The Committee noted a lack of sufficient information to act on or endorse this suggestion. The unanswered question is can the works after display be recycled or will they enter the solid waste stream. Leslie will follow up with Maureen regarding guidance.

Discussion re recycling publicity and education.

Leslie will provide revised RE-cycling RE-minders flyer. Tom will submit to Lyme & Old Lyme Neighbors, LymeLines, and make further attempts to contact Lyme Times. Brenda will investigate the Trash & Recycling article in Events and either replace it with the RE flyer are submit the flyer separately.

Motion to adjourn by Tom at 4:58, second by Leslie.

Greenwich implemented ban 9/12/2018 with a three year sunset clause.
Westport implemented ban 3/1/2009.
CT began considering a 10 cent charge for plastic and paper bags as of 1/22/2015 with an eventual phase-out of such bags.
Stamford reviewing possible ban as of September 2018, including 10 cent charges.
Waterford, Mansfield, Guilford considering bans.
